The agency is seeking a qualified vendor to provide upgrades and ongoing maintenance for its Supervisory Control and Data Acquisition (SCADA) systems. The scope includes support for controlling and monitoring various valves, pump stations, tank levels, and the stormwater treatment plant, which are critical for capturing, conveying, storing, and treating spent aircraft deicing fluid (SADF).
The current SCADA infrastructure uses Honeywell Enterprise Building Integrator for glycol conveyance and another platform for stormwater conveyance. The existing Honeywell system is outdated and not optimal for the current application, prompting the need for modernization. The new system architecture should incorporate centralized control with distributed processing, redundant servers for high availability, and seamless integration with existing hardware and software.
Software requirements include real-time data acquisition, processing, visualization, and advanced analytics, with support for standard protocols such as Modbus, OPC, and Ethernet/IP. The upgraded system must feature robust alarm management, historical data storage, end-to-end encrypted data transmission, and user authentication with role-based access controls. Security administrators should have the capability to enforce strong password policies.
A pre-proposal meeting is scheduled for June 2, 2026, and all questions must be submitted by June 8, 2026.
