DESCRIPTION


The procuring entity is seeking a secure software-as-a-service solution to support the statewide collection, management, quality review, and reporting of client-level data for the Substance Abuse and Mental Health Services Administration Unified Performance Reporting Tool. The system is intended to help subrecipient grantees capture required information and facilitate submission of those data to the performance accountability and reporting system using currently available batch upload functionality.

The proposed solution must provide secure, role-based access so that authorized provider organizations can collect, manage, and maintain only the client records associated with their own organization. The system must support all required assessment events, including baseline assessment, six-month reassessment, annual follow-up when applicable, and close-out assessment.
