DESCRIPTION


The county seeks professional services to develop a strategic planning report that evaluates organizational priorities, strengthens interagency coordination and communication, and establishes an updated strategic framework supporting fire suppression, fire prevention, rescue operations, and emergency medical services.

The selected vendor will conduct a comprehensive review of current plans, operational data, and response records to inform updated planning and decision-making. The work will also include workforce optimization assessments across all staff levels, covering staffing, workflows, and resource allocation to identify opportunities to improve operational efficiency and effectiveness.

Additional responsibilities include conducting a systems-based workflow assessment, or system-of-systems map, to identify operational friction points, interdependencies, and gaps between mission systems and supporting systems. The vendor will also facilitate in-person staff sessions with the county at strategic locations throughout the service area to gather operational input and discuss priorities.
