The city is seeking a vendor to provide strategic planning facilitation services in support of its organizational and community planning process. The selected firm will conduct initial meetings with the city manager and department directors to perform an organizational assessment and review existing plans, policies, and prior planning documents.
The scope also includes facilitating at least one community or stakeholder engagement session to gather input from residents, businesses, and other stakeholders. Engagement may be conducted in person, online, or through a combination of both methods. In addition, the vendor will facilitate a strategic planning workshop involving the city manager, department directors, and the city council.
Deliverables include a draft strategic plan for city review and comment, a final strategic plan with an executive summary suitable for public distribution, and an implementation guide and monitoring framework with recommended performance measures and a suggested annual review process. The selected firm will also present the final plan to the city council at a regular or special meeting. Questions are due by July 31, 2026.
