The Commonwealth seeks a vendor to provide strategic planning and implementation services to position the Commonwealth as a national leader in veteran health, well-being, and opportunity. The engagement will support the design of a population health system that follows veterans throughout their lifecycle, including transition from military service, career coaching, benefits enrollment, community-based care, housing, social services, veterans homes, and dignified burial.
The selected vendor will work collaboratively with leadership, staff, veterans, Veteran Service Officers, state agencies, community partners, and other stakeholders to assess the current landscape, identify strategic priorities, and develop an actionable roadmap for advancing the agency’s mission. Services will include developing a stakeholder engagement plan and designing and facilitating strategic planning workshops with external stakeholders.
The vendor will be responsible for securing and funding venues for in-person stakeholder sessions, including logistics, accessibility, and technology. The engagement will also require a comprehensive workshop logistics plan covering schedules, roles and responsibilities, venue requirements, participant coordination, materials distribution, and contingency planning. The vendor must provide a summary of internal and external stakeholder feedback, including key themes, opportunities, areas of consensus, and unresolved issues, to support the development of Commonwealth Veterans 2030 strategic plans.
