DESCRIPTION
The selected vendor will lead the development of a comprehensive strategic plan to address homelessness in Rhode Island. This process will involve organizing and facilitating a statewide, stakeholder-driven initiative to produce a formal plan that aligns with both Rhode Island statutory responsibilities and federal strategic guidance. The plan must include measurable implementation steps, a robust reporting structure, and clear milestones.
Key responsibilities include finalizing a detailed workplan and timeline, conducting a statutory and systems review of relevant laws, regulations, past strategy documents, and system data, and providing a summary gap analysis. The vendor will perform extensive data analysis, including evaluation of Point-in-Time (PIT) counts, By-Name Lists, shelter utilization trends, racial/ethnic data, and outcomes such as exit destinations and inflow/outflow.
Additionally, the contract requires drafting strategic recommendations based on national best practices (such as Housing First and rapid re-housing), resource planning including suggested funding, and delivery of visual data products like charts or dashboards. The vendor will also provide templates and recommendations for internal and external reporting to guide ongoing implementation.
