SUMMARY

Canada seeks a consulting firm to design a strategic framework for private sector engagement, supporting Global Affairs Canada's competitiveness and partnership initiatives.

KEY REQUIREMENTS

Minimum 10 years of experience in international development, strategy, or private sector engagement
Demonstrated experience working with public-private partnerships and/or blended finance models
Strong understanding of Global Affairs Canada programming and funding mechanisms
Experience in WASH is a requirement
Experience in climate resilience, infrastructure, ESG, or international trade-related sectors

A consulting firm is sought to develop a strategic and operational framework aimed at enhancing private sector engagement and increasing the competitiveness of Global Affairs Canada (GAC). This initiative supports the evolving international assistance approach, emphasizing trade-development integration, mutual prosperity, blended finance, co-investment, and corporate partnership models.

The selected provider will conduct situational analysis and opportunity assessments, analyze differences in decision-making timelines and engagement expectations between the private sector and GAC, and evaluate current strategic positioning and partnership approaches. The consulting firm will identify and prioritize high-value private sector partnership opportunities and facilitate the development of longer-term philanthropic and ESG-focused partnerships, ensuring all recommendations align with GAC’s mandate. Proven expertise in strategic planning and facilitation is required.
