DESCRIPTION

The issuing organization is seeking a vendor to replace its station alerting system with a current-generation, IP-based, highly available platform capable of supporting present operational requirements and future growth. The system must provide rapid, intelligible alerts, reduce reliance on single points of failure, support multiple notification channels, and provide reliable interfaces to dispatch, radio, paging, mobile, and Airport IT systems.

The selected vendor will confirm network, VLAN, IP addressing, Power over Ethernet, fiber, UPS, rack-space, grounding, environmental, and cybersecurity requirements with Airport IT. Before installation, the vendor must develop a detailed system design, device schedule, network architecture diagram, interface-control document, power and UPS plan, and cutover plan for County approval.

Required capabilities include automated text-to-speech with natural voice output and administrator-controlled pronunciation dictionaries, configurable alert tones, gradual or ramped audio, day and night profiles, support for current iOS and Android devices, secure authentication, role-based access, incident notifications with relevant text information, and configurable push notifications. Optional capabilities include speech-to-text or transcription and parsing for dispatch data ingestion, radio capture, or supplemental displays. A pre-bid meeting is scheduled for October 9, 2026, and questions must be submitted by October 14, 2026.
