A government authority in Salinas, California is seeking a vendor to provide Surface Mining and Reclamation Act (SMARA) compliance program services. The selected firm will support the development, administration, and management of the county's SMARA compliance program and provide ongoing technical and regulatory compliance assistance.
Scope of work includes reviewing previous inspection reports, county files, and correspondence related to prior corrective actions or violations; conducting annual site inspections for each mine within 12 months of the previous inspection; and coordinating inspection scheduling with mine operators. Annual inspections are to be completed from August through December. The contractor will also review Financial Assurance Cost Estimates (FACE), recommend ways to clarify, substantiate, and standardize annual reclamation estimates, and advise the county regarding potential inadequacies.
Additional responsibilities include reviewing and commenting on Financial Assurance Mechanisms (FAM) for compliance with state requirements, and completing conditions-of-approval compliance reviews at the same time as annual mine inspections for operators subject to a use permit.
