Single Award Construction Contract for Service Processing Centers

U.S. Immigration and Customs Enforcement is seeking a Single Award Construction Contract (SACC) Indefinite Delivery Indefinite Quantity (IDIQ) to support mission-critical facility needs at owned Service Processing Centers. The contract is intended to provide a flexible construction vehicle for new construction, renovation, repair, and related facility work, with contractors expected to have the capacity to manage individual task orders.

The scope of work includes general construction; alteration, modification, and renovation of existing facilities; maintenance and repair of buildings and infrastructure; demolition of structures and facilities; design-build services; and new construction of buildings, facilities, and real property. This procurement is restricted to large businesses only under NAICS code 236220.

The competitive acquisition will result in a single-award IDIQ contract with firm-fixed-price task orders. The contract will include a one-year base period from the date of award, with possible option periods as defined in the solicitation. The agency notes that the solicitation may be updated to reflect applicable regulatory changes associated with the Revolutionary FAR Overhaul and Department of Homeland Security acquisition regulation updates.

Offerors are expected to be evaluated based on EMR report, bonding capacity, past performance, management plan, small business subcontracting plan, and price for each contract line item. Additional solicitation information is expected to be posted no later than July 17, 2026.
