The agency seeks a vendor to provide comprehensive SharePoint migration services that involve designing and implementing new SharePoint Online sites meeting agency requirements for governance, retention, metadata standards, and access controls. The migration project entails transitioning file storage to SharePoint, with site and folder structure managed by a model-driven Power App, potentially requiring different migration approaches for specific legal content, depending on the tools selected.
Key activities include establishing a target operating model for SharePoint Online as an Enterprise Content Management (ECM) system, implementing data governance through defined metadata models, taxonomy, and retention standards, and designing and configuring SharePoint Online architecture. The scope involves migrating content from Alfresco and other document storage systems into SharePoint Online, updating or moving content from existing SharePoint libraries, and replacing Alfresco as the agency's ECM solution.
The project also requires development of enterprise standards for document libraries, folder structures, and metadata, alongside procurement of migration tools and professional services to support the entire process. All vendor questions must be submitted by June 8, 2026.
