This RFP seeks a vendor to develop a unified Human Resources Information System (HRIS) for participating hospitals and community partners in Vermont. The solution should centralize core HR functions, including benefits administration, payroll, recruitment, onboarding, licensure tracking, and compliance management. While standardizing these functions, the system must also allow each organization to manage specialized tasks such as performance evaluations and regulatory reporting securely.
The integrated, role-based platform is intended to streamline workforce management, lower administrative costs, enhance workforce mobility, and support flexible staff scheduling. It will help organizations efficiently shift or share clinical teams to address varying patient volumes across regions. The HRIS must comply with the HIPAA Security Rule and ensure secure data handling. In addition to technological implementation, the project encompasses technical assistance, training, operational readiness, and service activation.
