DESCRIPTION

A governmental entity in Alberta requires a contractor-hosted (SaaS), secure, reliable, and scalable solution to capture and manage mandatory scrap metal transaction data. The solution must enable scrap metal dealers and recyclers to submit transaction details and provide secure, role-based access for diverse user groups, including multi-factor authentication and support for agency single sign-on where applicable.

The system should allow authorized users to search, filter, and analyze relevant transaction data and generate or export standard reports in common formats to support oversight and investigative activities. It must ensure auditability and traceability through secure data storage and comprehensive audit trails. Implementation, training, and ongoing support are included, with a phased transition and secure data migration from the current system to minimize operational disruption.

The selected vendor will configure and implement the solution to support external regulated users as well as authorized internal and agency users. Reporting and analytics capabilities are required to facilitate oversight, compliance monitoring, and investigations. The engagement includes contractor-led onboarding, training, and ongoing support to ensure adoption. The contract period is for five years.
