Vendor needs to provide scholar virtual platform. The contractor shall design, develop, implement, and maintain a comprehensive virtual platform. The contractor’s virtual platform must facilitate secure, efficient, and transparent interactions between families, approved education vendors, and program administrators. The contractor’s virtual platform shall include components to support the following functions: • On–line Application and Eligibility Determination; • Digital Wallet and Payment Process; • Vendor and Service Provider Management and E–commerce Site; • Customer Service Support and Training; • Data Visualization and Reporting; and • Implementation / Conversion (If Necessary). The contractor must provide a contractor hosted platform. The virtual platform shall provide the state agency users administrative user management features that are mutually agreed to by the contractor and the state agency. Pre–bid meeting will be held on February 5, 2026.
