The government authority in Oak Ridge, Tennessee seeks a vendor to provide an electric Supervisory Control and Data Acquisition (SCADA) system. The solution should consist of software and optional on-premises hardware to deliver full SCADA functionality for electric utility distribution assets. Key requirements include support for SMS and email notifications for alarms and events, with SMS as the primary notification method, and integration capabilities with advanced distribution management system (ADMS) applications.
The selected system must be able to communicate with up to 15 substation data concentrators (with 6 in the initial phase) and acquire, store, and trend real-time data from substation and downline intelligent electronic devices. It should feature robust alarm management capabilities, including display, storage, filtering, acknowledgment, escalation, and prioritization. All server software must operate on Hyper-V virtualization, with dual LANs at the primary site and a single LAN at the backup.
The solution should provide secure access to private telecommunication networks for substations and other remote devices, as well as firewall-secured corporate network access for remote Internet connections. User authentication should utilize the City's Active Directory or LDAP protocol, but SCADA functionality must remain unaffected by AD system outages. Redundancy is essential, with two production SCADA servers at the primary site.
