The Naval Air Warfare Center Aircraft Division in Lakehurst, New Jersey, intends to issue a solicitation for the procurement of perpetual software licenses, as well as both hardware and software support and maintenance, from Turtle & Hughes Inc., the authorized Rockwell Automation distributor for the Northeast Region of New Jersey. This acquisition will be conducted on a sole source basis to Turtle & Hughes Inc., in accordance with 10 U.S.C. 3204(a)(1), as they are the only authorized distributor that can fulfill the agency’s requirements in the specified region.

The planned contract will be firm-fixed price. The government will accept and review capability statements, proposals, or quotations from responsible sources, which may inform the decision to pursue competitive procurement. Electronic submissions are required, and hard copies of the solicitation or amendments will not be sent to contractors. The deadline for responses is March 11, 2026, at 14:00 PM EDT.
