The objective is to inform future procurement strategies and contractual frameworks to ensure operational continuity and legal compliance during solution ownership transitions. Solutions often include numerous third-party software applications licensed by the original vendor. Key concerns include unrestricted ownership and use of the entire system after contract completion, transferability of all licenses, and achieving pricing parity with initial vendor terms.
Feedback from this RFI will help mitigate risks such as service disruption, increased costs, or legal complications related to improper handling of license transferability and continuity.
