An organization in Ohio is requesting information from vendors regarding an enterprise interactive electronic technical manual solution aimed at digitally transforming and standardizing technical order capabilities for aircraft maintenance. The desired solution should enhance aircraft maintenance documentation processes, data entry, and formatting, while integrating advanced analytics. Current modernization efforts for connecting technical data manuals, maintenance information systems, and decision-making tools are operating in isolation and have limited integration with Logistics Information Technology infrastructure.

Key requirements include advancements in data management, software development, and application programming interface technologies. The solution should feature a viewer application capable of displaying advisories, notifications, supplements, time compliance technical orders (TCTO), and real-time announcements when connected to a network. Furthermore, the content management system (CMS) must support the storage of XML, graphics, and other document types associated with an S1000D Common Source Database (CSDB), and provide a user-friendly graphical interface for data access and management.

The viewer application must also support interactive features, such as zooming, rotating, and displaying exploded views of systems and subsystems (for example, allowing users to view and separate an aircraft engine into its individual components). Security is a primary concern, so interfaces and security strategies should align with DevSecOps practices and supply chain risk management guidance from relevant defense assurance and cyber resilience organizations.
