The Province of Ontario is seeking information from vendors on solutions for capital project management, budget forecasting, and activity-based budgeting. The goal is to address existing inefficiencies, fragmented systems, and manual workflows in the management of capital and operating budgets. Solutions may include integrated platforms covering multiple domains, specialized tools for specific areas, or modular systems that can be deployed independently or in combination.

Key requirements include centralized project lifecycle management (from initiation through closeout), support for change order management, contractor performance evaluation, and field reporting capabilities. The solution should also offer asset condition assessment, deterioration modeling, lifecycle cost analysis, and activity-based costing, as well as support for service-based budgeting with work orders and cost recovery features. Multi-year forecasting, both bottom-up and top-down budgeting, and scenario planning are essential components.

Integration with current and planned enterprise systems, such as PeopleSoft Financials, SAP S/4HANA, Maximo, GIS, SharePoint, and Bluebeam, is required. The solution must support robust reporting, dashboards, analytics at various organizational levels, secure stakeholder collaboration, role-based access control, and real-time synchronization with financial systems through data import/export functionality.
