DESCRIPTION

The vendor will provide organizational reorganization consulting services for a county department. Work will include reviewing existing organizational charts, strategy-team discovery materials, division program goals, relevant county code provisions, state mandates, service-delivery descriptions, available data, organizational strengths, current issue areas, and strategic goals. The consultant will conduct targeted discussions with management or staff only when needed to address material information gaps.

The consultant will facilitate an iterative organizational design process using interest-based collaborative problem solving. This process will include presenting and discussing one or two design options approved by the county executive and supporting the department in reaching majority agreement at the executive management team level.

Services will also include analyzing personnel impacts, mapping current positions to the proposed organizational structure, and facilitating the identification of staff transfers and reassignments. Deliverables will include a final reorganization plan and a stakeholder communication plan addressing the commissioners court, staff, community members, and partners. The contract period will be one year. Questions must be submitted by September 16, 2026, and proposals are due September 23, 2026.
