Recyclable Materials Marketing Service

The agency is seeking a vendor to provide recyclable materials marketing services, including access to a Materials Recycling Facility (MRF) capable of processing the agency's recyclable materials program. The selected contractor will be required to accept and process the agency's materials on a daily basis and market the recovered materials using best efforts to maximize returns.

The contractor will also be responsible for selling the recyclable materials and providing the agency with a monthly rebate or invoice based on the market value of those materials. In addition, the vendor must prepare and conduct periodic reports, analyses, and audits and submit the results to the agency.

Covered recyclable materials include paper products such as ad circulars, catalogs, cardboard, chipboard, envelopes, file folders, junk mail, magazines, newspaper, office paper, paperback books, paper bags, phone books, and beverage cartons; plastics including containers labeled 1–5 and 7 as well as rigid plastics; glass bottles and jars of any color; and aluminum drink cans. The contract term is expected to be one year, and a non-mandatory pre-bid meeting is scheduled for August 18, 2026. Questions are due by August 7, 2026.
