Records Management and Jail Management System

The organization seeks a vendor to provide cloud-based records management and jail management systems to replace its existing on-premises platforms. The selected Journey Partner will lead strategy and solution development, vendor evaluation, implementation oversight, risk management, and benefits realization through stabilization.

The solution should provide strong integration capabilities and support reporting, booking, classification, housing, medical, visitation, and court interfaces while minimizing transition-related disruption. It must maintain chain of custody and continuity of operations, with security and compliance features including role-based access, identity controls, audit logging, and encryption in transit and at rest.

The engagement includes development of a data conversion and migration plan covering extraction, transformation, loading, reconciliation, historical records retention, and expungements. The vendor will also support integrated testing across records, jail, computer-aided dispatch, court, and electronic medical record systems, including performance, failover, security, and audit-trail validation. Final cutover planning, post-go-live support, and mock cutovers involving patrol, detention, and records personnel are required to validate workflows, integrations, reporting, booking processes, and operational continuity before final approval.
