Real Estate Feasibility and Development Advisory Services

A government authority in Pensacola, Florida is seeking a consultant to provide real estate feasibility and development advisory services for the hospital legacy campus. The selected advisor will serve as the city's master planning and financial feasibility consultant, responsible for evaluating site conditions, surrounding land uses, zoning and regulatory requirements, infrastructure, access, market demand, financial projections, and redevelopment opportunities. The goal is to create an actionable master plan with a robust financial framework for the property.

The scope includes coordinating closely with community engagement and benefits leads to ensure community input directly shapes the development program. Redevelopment aims to deliver a comprehensive mixed-income, mixed-use development that integrates health, education, and wellbeing facilities, in addition to diverse residential and commercial options. Emphasis will be placed on long-term housing affordability, incorporation of educational resources, economic growth through a commercial corridor, and integration of health and wellness services that are responsive to community needs. The contract will be for one year, with questions due by July 8, 2026.
