SUMMARY

NOAA intends to issue a sole-source award to QPS, Inc. for maintenance and support of mission-critical hydrographic survey software used in ocean mapping and nautical chart production. The requirement covers existing QPS licenses and support services through September 29, 2027.

DESCRIPTION

The National Oceanic and Atmospheric Administration (NOAA), through its Acquisition and Grants Office, Eastern Acquisition Division in Norfolk, intends to award a sole-source purchase order to Quality Positioning Services (QPS), Inc. for annual maintenance and support of existing QPS software products. This includes perpetual and subscription licenses for Fledermaus, Fledermaus FMGT, Fledermaus FM Midwater, Qimera, Qinsy, and related add-ons.

NOAA states that these software packages are mission-critical to the Office of Coast Survey and other NOAA hydrographic survey operations. The tools are used for hydrographic survey data processing, visualization, and the production of high-quality bathymetry and backscatter data that support NOAA nautical charts, ocean mapping, and safe navigation objectives. NOAA notes that FMGT is currently the only software it has identified that supports certain required capabilities, including intra-vessel decibel correctors for single-frequency mosaics across field units with multiple sonars.

According to NOAA, QPS is the sole owner and distributor of these software products to the government and does not have authorized partners or resellers that can provide the required licenses and support. NOAA further states that market research found no alternative software that meets its operational requirements. The period of performance is from award date through September 29, 2027.

This notice is a pre-solicitation announcement and not a request for competitive proposals. Firms that believe they can fully meet the requirement may submit written substantiating documentation within 15 days of publication for the government's consideration.
