DESCRIPTION

The selected vendor will develop and execute a public education campaign focused on changing residential recycling behaviors, increasing participation, and improving the quality of recyclable materials. The campaign will promote simple, clear actions to reduce contamination from food-soiled materials, plastic films, bagged recyclables, tanglers, and similar items.

The engagement will include end-to-end services such as strategic planning; development of accessible English and Spanish creative assets, including video; targeted media planning and buying; campaign management and optimization; and performance reporting and reconciliation. Vendors must recommend a two- to three-month campaign plan covering the proposed channel mix, flighting, estimated reach and frequency where applicable, and an itemized cost proposal.

The vendor will produce and deliver final creative assets for all approved channels and provide an end-of-campaign report, including a presentation if requested, summarizing results, lessons learned, and recommendations. Questions are due by September 22, 2026, and a pre-bid meeting is scheduled for September 17, 2026.
