The selected vendor will provide public access television services for the community over a four-year contract period. Responsibilities include maintaining the identity of the public access channel as a service for citizens and managing and operating electronic media production and distribution equipment and facilities.

The vendor will promote and educate the public regarding video production techniques, public access television programming, training opportunities, production, and content distribution. The scope includes developing free training classes and curriculum focused on technical proficiency and production quality, as well as maintaining student evaluation criteria that assess written and practical competency.

The vendor will also maintain a website containing current program, production, and class schedules; organizational information; external production resources; and a forum for information exchange.
