(1) Vendor needs to provide project management and analytics software– Agency seeks to implement a Project Management and Analysis Software (PMAS) to improve project oversight, accountability, and efficiency. • Core project management functions (task tracking, milestones, dependencies, templates). • Dashboards and reporting at multiple levels (agency staff, Program Director, executive summaries). • Governance features (RACI role assignment, approval workflows, audit trails). • Resource allocation, workload balancing, and time tracking. • Integration with Microsoft 365 applications (Teams, Outlook, SharePoint). • Training, onboarding, and vendor–provided support services for agency staff. • Core security features, including Single Sign–On (SSO), Multi–Factor Authentication (MFA), and Role–Based Access Control (RBAC), to align with County security standards. The final implementation approach will be confirmed in consultation with ICS • Provide controlled, read–only visibility into project status for external stakeholders (e.g., external contractors, partner agencies) through secure access as approved by the agency. • Ensure all data managed by the agency is stored in compliance with agency and federal data residency requirements (U.S.–based data centers only). • Must integrate natively with Microsoft 365, including Teams, Outlook, and SharePoint. • Should support open APIs to allow custom integrations if needed. • Nice–to–have: Prebuilt connectors for other systems (e.g., Jira, ServiceNow) for future flexibility.
