Professional Accounting and Financial Consulting Services

The government authority in Greenwood, Delaware, is seeking an experienced provider of professional accounting and financial consulting services. The engagement will support municipal accounting, routine financial operations, audit readiness, fiscal oversight, and the implementation of best-practice internal controls across town operations.

The selected provider will perform monthly reconciliations for town bank accounts, investment accounts, and interfund balances, as well as review and reconcile general ledger, accounts payable, accounts receivable, and payroll clearing accounts. The provider will also assist with annual independent audit preparation by developing schedules, workpapers, and supporting documentation, and will serve as a liaison and technical advisor to the external auditor regarding complex accounting matters and prior-year audit findings.

Additional services will include on-demand financial and accounting advice for the town manager, rate studies or fee evaluations for municipal enterprise funds such as water and solid waste, evaluation of financial workflows and segregation of duties, and development or revision of written standard operating procedures for cash handling, procurement, payroll, and asset management. The provider may also recommend software automation, system integrations, and other efficiency improvements for accounting functions.
