DESCRIPTION

The agency is seeking a Privileged Access Management (PAM) solution to strengthen the security, governance, monitoring, and auditability of privileged access across its technology environments. The required capability should support centralized control, Just-In-Time access, least-privilege principles, approval-based and time-bound access, strong authentication, and risk-based controls aligned with the agency’s Zero Trust security strategy. It should also provide credential vaulting, automated rotation, credential injection where applicable, and auditable records showing who accessed what, when, and why.

The scope includes privileged human and administrative accounts, service accounts, machine identities, application-level privileged roles, enterprise SaaS and business application administrators, application-to-application credentials and secrets, and third-party or vendor privileged access. The contract period will be one year. Questions must be submitted by September 28, 2026.
