DESCRIPTION

The City of Pasadena is seeking a qualified vendor to provide mediation services for a community-police mediation pilot program. The selected provider will support program launch and ongoing coordination by reviewing existing forms and materials, providing feedback to the City, ensuring that all mediators complete a one-hour orientation on Pasadena-specific mediation and complaint policies and procedures, and participating in monthly one-hour check-in meetings with City staff.

The vendor will respond promptly to agency staff to schedule mediations, facilitate mediation sessions of up to two hours, and review the consent to mediation document with participants before each session. Each participant must complete the consent document before mediation begins.

The vendor must also provide a qualified mediator to participate with agency staff in up to five approximately one-hour meetings with community-based organizations and up to seven 30-minute informational briefings with patrol officers and staff. These engagements will introduce the provider, answer questions about the mediation process, and help build awareness and trust in mediation. Agency staff will coordinate meeting logistics. Questions must be submitted by August 24, 2026.
