The Texas Department of Transportation (TxDOT) is soliciting qualification statements on behalf of Gray County for professional services to update the Airport Layout Plan (ALP) for Perry Lefors Field. The project includes preparing an ALP update with a narrative and an 18B Obstruction Survey, consistent with the latest Federal Aviation Administration (FAA) Master Plan Advisory Circular, including Standard Operating Procedures 2.0, 3.0, and 8.0.

KEY REQUIREMENTS

  • Must be a user in the TxDOT Aviation eGrants system no later than one business day before the solicitation due date
  • Must submit a written certification that the company is not listed in Section 889 of the 2019 National Defense Authorization Act
  • Must submit a written certification that the company is not listed in Section 1260H of the 2021 National Defense Authorization Act
  • Must submit a written certification that the company is not owned or controlled by the government of a country on the U.S. Department of Commerce’s foreign adversaries list under 15 C.F.R Section 791.4
  • Must provide a legible, readable document
  • Must include information showing the firm’s project understanding and technical approach
  • Must include similar project-related experience of the project manager and each task leader
  • Must include a list of no more than ten relevant projects performed by the firm within the last 10 years
  • Must include a proposed project schedule indicating the number of weeks necessary to complete the project
