This RFP seeks a vendor to provide a payroll software solution paired with comprehensive support services. The system must offer core payroll processing capabilities, ensuring accurate calculation of salaries, allowances, overtime, deductions, arrears, backdated pay, and statutory entitlements. It should support Irish public-sector pay structures and pension schemes.
The solution is required to ensure statutory compliance through the automatic application of relevant tax and reporting requirements, such as PAYE, USC, PRSI, Enhanced Reporting Requirements (ERR), pension auto-enrolment, and all Revenue reporting obligations, including real-time submissions. The system must feature automation tools and workflows to minimize manual intervention, using scheduled tasks, approval workflows, exception handling, and automated validations.
Comprehensive audit and governance controls are critical, including audit trails, role-based access, version control, and transparent approval mechanisms to meet public-sector accountability standards. The software should integrate securely and seamlessly with HR systems, pension administration tools, time & attendance systems, and finance/ERP platforms via APIs or standard data interfaces. Additionally, employee and manager self-service features such as digital payslips, online payroll history, updates, overtime submissions, and workflow-based approvals should be provided to help reduce administrative burdens.
