The government authority in Delaware is seeking a vendor to provide an integrated patient clinical monitoring, data capture, and alert system. The proposed solution must be WiFi-capable, with the vendor evaluating both wired and wireless network capabilities to ensure seamless data processing and no latency. This evaluation should include the performance of routers, WiFi extenders, Ethernet hardwiring, and all hardware required to support network traffic. Vendors are required to submit a comprehensive report on the network's suitability, with recommendations for supporting the anticipated data throughput.

Key system features include the ability to interface via API with the electronic Client Data Management System for uploading patient vitals, time stamps, staff IDs, and other relevant data both regularly and on-demand. The system must also provide battery backup for monitors to guarantee continued operation and data uploading during power or system outages.

The solution should support integrations with additional monitoring and alert systems—such as Stryker beds for movement detection—and allow staff to select residents via mobile or stationary devices during room checks for vital recording. It must enable custom alert parameters for various vital signs (e.g., oxygen saturation, pulse, breathing rate), and provide light indicators with color-coded alerts for different alarm types at each room. Hardware requirements consist of at least 10 mobile vital sign monitors (with stands and workstations), 18 stationary monitoring stations for continuous pulse-ox monitoring, and remote monitors distributed across nurse stations, offices, CNA stations, and medication rooms. The system must support remote notification of room numbers and alarm types.

Best-fit vendors:

• Experienced provider of clinical monitoring and healthcare data integration solutions

• Demonstrated capability in large-scale healthcare device deployments

• Proven expertise in API development and EHR/Client Data Management System interfacing

• Strong track record in healthcare IT projects with governmental or institutional clients

• Ability to offer detailed network infrastructure assessments and optimizations
