DESCRIPTION

The City of Brentwood seeks a qualified consultant to conduct a comprehensive parks and recreation cost recovery and fee study. The review will cover fees, charges, subsidies, and cost-recovery practices for parks and recreation programs, park and athletic facility use, City facility rentals, picnic rentals, permits, and other fee-supported services identified by the City.

The consultant will develop and apply a defensible methodology to determine the full cost of providing major services and assess current cost-recovery levels. The analysis will consider direct and indirect costs, including personnel, maintenance, utilities, contractual services, supplies, equipment, administration, technology, and other support costs.
