DESCRIPTION


The City of Brentwood seeks a qualified consultant to conduct a comprehensive parks and recreation cost recovery and fee study. The review will cover fees, charges, subsidies, and cost-recovery practices for parks and recreation programs, park and athletic facility use, City facility rentals, picnic rentals, permits, and other fee-supported services identified by the City.

The consultant will develop and apply a defensible methodology to determine the full cost of providing major services and assess current cost-recovery levels. The analysis will consider direct and indirect costs, including personnel, maintenance, utilities, contractual services, supplies, equipment, administration, technology, and other support costs. It will also address financial sustainability, community benefit, affordability, access, market conditions, administrative practicality, and consistency among services and user groups.

The work will include comparisons with selected comparable public agencies and, where relevant, private or nonprofit providers. The consultant will recommend an internally consistent fee structure and cost-recovery framework, estimate fiscal and operational impacts, assess potential effects on user groups and participation, and prepare an implementation strategy covering timing, sequencing, phased fee changes, required policy actions, annual adjustments, and periodic fee reviews.
