The State of Georgia is seeking a vendor to provide a comprehensive, cloud-based parking management software solution to support campus parking operations. The solution must cover all aspects of parking management, including online permitting for students, faculty, staff, visitors, vendors, and special events, with support for physical, digital, and license-plate-based permits. Features such as tiered permit structures, bulk creation, administrative overrides, and compatibility with mobile license plate recognition (LPR) systems are required. Real-time verification of permit statuses, citations, and scofflaw lists, along with connectivity to enforcement devices on Android and iOS platforms, are essential.

The system should facilitate citation issuance through mobile devices, automate notifications and payment reminders, support a citation payment portal, and manage the appeals process with administrative review workflows. Event and visitor parking management capabilities, including online registration and temporary permits, as well as event parking with pre-purchased permits, are also necessary. Robust financial management is required, including configurable fee schedules, penalties, PCI-compliant payment processing, and comprehensive reporting and analytics tools. The solution must provide standardized dashboards, custom reporting functionality, and seamless integration with Banner.

As a cloud-based (SaaS) offering, the system must ensure a minimum of 99.5% uptime and feature mobile-responsive interfaces for end users. Only SaaS solutions will be considered. The contract period for the awarded vendor will be one year.
