(1) Vendor needs to provide parking enforcement system. – To implement a Parking Enforcement System. – A secure, scalable, and configurable Parking Enforcement System that integrates with existing City systems and supports license plate recognition (LPR) enforcement, mobile field operations and virtual permitting. – For a comprehensive and scalable parking enforcement solution that improves compliance, efficiency, accuracy, security, and customer service while reducing administrative burden and operational costs. – Provide technology, equipment, software, implementation services, training, and ongoing support necessary to support modern parking enforcement operations for the City. – The desired solution should support end-to-end parking enforcement for the City’s parking enforcement program • Centralizes all parking enforcement and adjudication functions. • Scales based on the needs of a smaller municipality. • Equips a total of five vehicles with parking enforcement agency • Supports mobile e-ticketing for enforcement. • Provides a permit management function with a web-based portal for customers to purchase permits and register vehicles within multiple parking enforcement zones. • Offers analytics and reporting functions. • Integrates with municipal court and law enforcement records management systems. • Operates under a predictable SaaS pricing model with no hidden transaction fees.
