Parking Access Revenue Control Replacement System

The issuing organization seeks a vendor to provide a replacement Parking Access Revenue Control System (PARCS) for an airport parking operation in Virginia. The system should use barcode technology or another proposed technology that reduces system failures and lowers overall maintenance costs. The solution must support modern parking revenue and access management functions while enabling reliable, continuous operations.

Required capabilities include support for loyalty card programs, variable long-term and short-term rates, Google Pay or Apple Pay, pay-by-app options, prepaid credit cards for entry or exit, and other secure contactless payment methods. The contractor will be responsible for installing loops and sensors at entry and exit points so they operate with the proposed equipment. The system must also communicate with a centralized management computer and be manageable from networked and remote locations. If a server is proposed, it will be located in a communications server rack based on the selected solution.

The airport requires operational flexibility to run parking 24/7 without cashiers if desired. The existing cashier booth must be equipped to function both as a conventional cashier booth and as a self-service, credit-card-only lane. The system must be able to process all major credit cards, including Mastercard, Visa, Discover, and American Express.

A pre-bid meeting is scheduled for July 21, 2026, and questions must be submitted no later than July 28, 2026.
