(1) Vendor needs to provide parking access and revenue control system.– Provide the City with a parking access and revenue control system (PARCS) and implement an integrated prebooking/reservation platform.– Cloud or on–site VM–hosted server solution– QR code scan will automatically direct the internet browser on the mobile device to an online payment portal– Browser–based application software– Software will be either remotely hosted (Cloud) or hosted on the Airport’s server environment.– Consist of installation of a new PARCS utilizing a license plate recognition system– Following functionality at a minimum:– Account creation and management– Pre–payment for parking transactions– Administration of the system, including modifications to existing websites and creation of new websites, modifications of web images, scripts, images, email messages, etc.– Predictive modeling tools for launching new products or offers– Support for cross–sell and upselling opportunities(2) A pre–proposal conference will be held on October 29, 2025.(2) A pre–proposal site walk will be held on November 3, 2025.(3) All questions must be submitted no later than November 13, 2025.(4) The contract period will be for five years.
