A public-sector buyer in New York is seeking a vendor to provide a secure, reliable, internet-based online auction platform for municipal surplus auctions. The platform must allow the selling agency to create auctions online and upload photographs, condition reports, and other supporting documentation. It must also support soft-close or similar anti-sniping functionality, identify winning bidders and backup bidders where applicable, and display item details such as descriptions, VINs or serial numbers, condition statements, inspection information, and pickup instructions.
The requested solution must include audit trails and downloadable bid history and sales records, along with reasonable safeguards against fraudulent activity. The platform should be accessible to the general public without unreasonable barriers to participation.
In addition to the technology platform, the selected vendor will be responsible for marketing each auction to maximize bidder participation and sale proceeds. This includes advertising auctions through the vendor's bidder database and standard digital marketing channels, promoting listings on its website and through email alerts or similar notification tools, and using commercially reasonable methods to expand geographic exposure and competition.
