One-Stop System Operator and Coordinator Service (Due November 2, 2026)

A qualified vendor is sought to coordinate and operate the One-Stop Workforce Development System in Tompkins County. Responsibilities include maintaining workforce partner coordination and supporting structured engagement with workforce board leadership.

Must be an eligible applicant: Institution of Higher Education, Employment Service State Agency, Community Based Organization, non-profit, private-for-profit entity, government agency, Chamber of Commerce, or career and technical education provider
Must meet bi-monthly with the TCWDB Executive Director and the TCWDB Operations and Oversight Committee
Must develop and maintain a directory of workforce partners and services
Must convene and facilitate quarterly meetings of workforce partners
Must comply with all federal, state, and local laws and regulations
Must comply with the Tompkins County Compliance Program
Must provide proof of insurance as specified in the RFP
Must sign an Anti-discrimination Clause and comply with Equal Opportunity Laws
Must provide a written policy addressing sexual harassment prevention and provide annual training
Must submit a signed Non-Collusion Bidding Certificate
Must submit a completed Vendor Responsibility Questionnaire
Must submit a completed Business Demographic Survey
