The National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division and Geophysical Fluid Dynamics Laboratory (GFDL) seek sources capable of providing high-performance computing (HPC) software development and technical support services. This effort aims to support GFDL's mission at Princeton University's Forrestal Campus, which focuses on developing comprehensive Earth system models to understand and project atmospheric, oceanic, land, biosphere, cryosphere, and ecosystem changes across varying timescales and spatial scales.

The required support encompasses management, technical, and scientific services necessary to advance GFDL and NOAA's research and operational objectives. Contract personnel will ensure that users receive the needed support for systems, network, and software, without directly procuring IT equipment or software but potentially assisting in defining requirements for such acquisitions by the government. The anticipated contract vehicle is a Blanket Purchase Agreement (BPA) with fixed-price call orders and a base period of one year, with four possible one-year extensions. The applicable NAICS Code is 541511 for Custom Computer Programming Services.

Interested parties must respond with detailed capability information no later than March 17, 2026. Vendors are required to be registered in the System for Award Management (SAM), and participation in this notice will help inform competition and set-aside decisions for this procurement.
