DESCRIPTION


This RFP seeks a qualified vendor to provide the development, implementation, and independent verification of a next generation 911 (NG911) system, ensuring service delivery to the designated network point of interconnection and Public Safety Answering Points (PSAPs) on a continuous 24/7/365 basis. The project requires a firm with at least five years of experience in 911 call delivery, including handling high call volumes exceeding two million calls annually, across multiple counties and states. Vendors must demonstrate expertise integrating diverse call handling equipment platforms, the successful deployment of a statewide ESInet and NG911 solution, and the orchestration of multi-vendor regional or statewide critical infrastructure systems.

Additional qualifications include leading Independent Verification & Validation (IV&V) services on large, multi-vendor technical initiatives, adherence to telecommunications industry standards (such as NG911 i3), and advanced experience in multi-vendor testing and operational cutover planning for continuous operations. Vendors should also have a proven track record in conducting cyber and physical security assessments of critical infrastructure, real-time system monitoring for incident detection and response, and in developing formal change management procedures for system maintenance and upgrades. Solution documentation, including customized migration plans, escalation procedures, circuit identification, and analysis of single points of failure, are required components of the proposal.
