DESCRIPTION

The selected firm will produce an executive-level report presenting objective market intelligence, competitive benchmarking, and data-driven findings on New York State’s life science ecosystem. The analysis will cover five core areas: site selection drivers, win/loss analysis, policy and regulatory benchmarking, advantages/submarket opportunities, and real estate and infrastructure. The report must be suitable for presentation to ESD leadership and State government stakeholders.

KEY REQUIREMENTS

  • Firm must have demonstrated experience in life science ecosystem and real estate analysis
  • Must be able to synthesize complex market intelligence into clear, concise, and evidence-based executive-level reports
  • Must provide proprietary and third-party market data, including site selection intelligence, win/loss analysis, real estate inventory, development costs, and competitive market trends
  • Must comply with Procurement Lobbying Law restricted period
  • Must comply with State Finance Law Sections 139-j and 139-k
  • Must implement and attest to a Gender-Based Violence and the Workplace policy
  • Must provide Commercial General Liability insurance of $1 million per occurrence and $2 million in the aggregate
  • Must provide Commercial Automobile insurance with a limit of not less than $1 million if using a vehicle in business
  • Must provide evidence of Worker’s Compensation & Employer’s Liability insurance at State statutory limits
  • Must provide evidence of Disability insurance coverage at State statutory limits
