DESCRIPTION


The Town of Gypsum, Colorado is seeking a qualified vendor to provide municipal financial advisor services. The selected firm will deliver ongoing, independent financial advice focused solely on the Town’s interests, with an emphasis on creative and strategic management of current and future debt obligations.

Services include advising and assisting with the preparation and review of financing-related documents such as offering statements, ordinances, resolutions, trust indentures, credit enhancement documents, notices of sale, escrow agreements, intergovernmental agreements, reimbursement agreements, and revenue sharing agreements. The advisor may also be asked to review requests for proposals for private placements or direct bank loans, and support the financial analysis, evaluation, and selection of those proposals.

Additional responsibilities include advising on financing procedures, debt management procedures, debt policy, and post-issuance compliance with applicable laws and regulations. The selected firm will also support special debt- or credit-related projects, review cash flow models and financing plans, and evaluate debt structures for the Town’s general and enterprise funds.

The engagement also includes developing financing options for the Town’s long-term capital program, particularly for streets and water infrastructure, and advising on funding and financing strategies for the I-70 Eagle Airport Interchange project, a new water treatment plant, and major reservoir projects. The firm will also be expected to complete and annually update a debt manual describing the Town’s outstanding obligations. A pre-bid meeting is scheduled for July 22, 2026.
