DESCRIPTION
The City of Cincinnati, Ohio, is seeking municipal advisory services related to a range of financing activities. Services may include advising on general obligation, economic development—including tax increment and special assessment financing—water works revenue, and stormwater utility bonds and notes, as well as other financing initiatives determined by the City. Refunding obligations may be considered when economically feasible.
The selected advisor will support rating agency and council presentations, debt capacity forecasting, and financial analysis for capital projects involving debt financing. Responsibilities will also include monitoring and evaluating refunding opportunities and alternative financing structures; assisting with revenue projections, cash flow analysis, capital planning, sensitivity analysis, risk modeling, benchmarking, and cost-benefit analysis; and advising on financing strategies.
The advisor must provide and maintain an updateable debt forecasting tool, such as a debt capacity model, incorporating revenue sources, debt forecasts, and expense forecasts needed to document compliance with the City’s Debt Policy or other applicable guidelines. The advisor will also provide guidance on debt and financial management, review proposed financing and refunding concepts, and prepare analytical summaries and preliminary recommendations as requested.
