Multimodal Corridor Study Services

A government authority in Tustin, California, seeks a qualified vendor to conduct a multimodal corridor study focused on potential active transportation improvements. The work will include a feasibility study, completion of the environmental phase, and development of plans, specifications, and estimates (PS&E) to prepare the agency for construction.

The study will assess existing multimodal conditions through data collection, field reviews, conflict and safety analysis, and development of key performance indicators. The selected consultant will also conduct stakeholder outreach, multilingual social media and website campaigns, surveys, community workshops, and participation in community events.

The consultant will identify corridor constraints, opportunities, benefits, risks, alternatives, funding sources, and grant opportunities. Responsibilities will include developing conceptual plans and programmatic cost estimates, establishing an evaluation framework, performing alternatives analysis, recommending a locally preferred alternative, assessing risks, and developing contingency plans. Plan production will include draft PS&E packages at the 30%, 60%, and 90% stages, a draft final plan, and a final plan with a memorandum summarizing construction funding needs. Questions must be submitted by September 14, 2026.
