The vendor will provide modern web portal development services using a customized Content Management System (CMS). The new portal must present existing and newly introduced information and services in a clear, intuitive, and well-organized manner, allowing users to quickly access content through an attractive, functional, and user-friendly interface.
The CMS must support the creation, updating, and deletion of content across all portal sections, including both newly developed and existing areas. The current CMS supporting the existing web portal will remain in use throughout the assignment. The new CMS must also provide access to system logs and database records, enabling the main administrator to monitor portal administrator activity through a comprehensive audit trail.
The portal must be SEO optimized, with ongoing monitoring and a minimum desired optimization score of 80 out of 100. It must support content entry and display in English and Albanian, as well as in both Cyrillic and Latin scripts for the native language.
