The Commonwealth of Massachusetts is seeking a vendor to establish a new Microsoft Enterprise Agreement to ensure standardized licensing and compliance for a range of Microsoft products across its organization. This agreement aims to provide consistent licensing, predictable and competitive annualized costs, and the flexibility to adjust user counts through true-up rights.
The selected agreement will grant access to Software Assurance benefits such as product upgrades, deployment planning, and technical support, and must ensure compliance with Microsoft’s government licensing requirements under the U.S. GCC environment. The scope includes covering substantial quantities of products, such as M365 G3 Unified FUSL GCC, M365 F3 Unified GCC, Win OLS Activation User G3 GCC, Exchange Online GCC, Defender Endpoint GCC, and Exchange Online P2 GCC, for tens of thousands of users. Vendors are required to submit any questions regarding this opportunity by November 5, 2025.
