Must provide fiber-based point to point metro-ethernet transport service
Service must be delivered inside the building to the designated telecom room at A and Z end locations
Service must terminate on vendor provided switch
Must provide guaranteed synchronous bandwidth between 100MB and 1GB
Must offer 99.98% availability or better based on a 30-day average
Must maintain latency <= 18 milliseconds one way and jitter <= 12 milliseconds one way
Must maintain and honor quality of service tagging between customer premise equipment and the interconnect point
