The State of Delaware is seeking a vendor to provide medical third-party administration services for its employee and retiree medical insurance programs. The scope includes administration of non-Medicare medical insurance with an anticipated effective date of July 1, 2027, and Medicare Supplement insurance with an anticipated effective date of January 1, 2028. The Medicare Supplement plan must fully duplicate the current plan without deviations.
The selected third-party administrator is expected to support access to innovative healthcare organizations and solutions that may expand primary care, behavioral health, metabolic and weight management services, care navigation, and measurable workforce wellness and assessment capabilities. Services must also include supplemental coverage for Medicare-eligible retirees and their eligible dependents, a secure member-facing web portal for enrollment and account information, and communication support for eligible employees and retirees regarding the medical insurance program.
The intent to submit a proposal is due by May 27, 2026. A mandatory virtual pre-proposal meeting will be held on May 29, 2026, and questions must be submitted by June 1, 2026.
